Because design and renovation decisions — orientation, glazing, insulation, HVAC sizing and controls — are made years or decades before operations begin, and they determine most of what is achievable.

Green building certification schemes such as LEED, DGNB and BREEAM assess the performance of the building itself, independently of day-to-day operations.

Only partially. Staff training, monitoring systems and supplier improvements can improve performance within the range a building’s systems allow, but cannot substitute for structural constraints.

Reporting can only describe the performance a building was designed, or renovated, to deliver. Flat or declining energy intensity despite genuine operational effort is one of the clearest signals that the building is the limiting factor.
